В Госдуме не приняли закон о майнинге криптовалют
В Госдуме не пришли к единому мнению по вопросу регулирования майнинга криптовалют. Против него выступает комитет по финансовому рынку. Об этом пишет Интерфакс со ссылкой на источники.
Сообщается, что комитет выступит против утверждения законопроекта «О майнинге в РФ» (N127303-8), который подготовлен фракцией «Новые люди». Комитет укажет, что законопроект описывает использование криптовалют как платежного средства в РФ, что запрещено законом «О цифровых финансовых активах».
Также законопроект не описывает процесс регистрации майнеров в качестве ИП и процесс учета их оборудования. По мнению комитета, он еще сырой и неполный.
В конце сентября глава комитета Анатолий Аксаков заявил в комментарии СМИ, что Центральный банк РФ и Минфин достигли соглашения по регулированию майнинга криптовалют. Новой версией законопроекта занимается уже Минфин и ожидается, что в ближайшее время его представят в Госдуме.
В чем именно согласились Минфин и ЦБ РФ, не раскрывается. Аксаков предположил, что майнинг запретят в регионах с дефицитом энергии. Примечательно, что всего неделю назад правительство РФ направило негативный отзыв на законопроект о майнинге криптовалют, сославшись на отсутствие регулирования криптовалют.
Тем временем Минфин и ЦБ РФ работают над легализацией криптовалют, но исключительно для трансграничных расчетов. Как заявили в Минфине, оба регулятора переосмыслили подход к криптовалютам с учетом изменения ситуации. Представитель Минфина также утверждал, что оба ведомства планируют легализовать криптовалюту и для людей при разработке соответствующей инфраструктуры, но позже в ЦБ РФ отвергли планы по легализации каких-либо бирж или обменников криптовалют.
